As an international student, you are not eligible for any federal or state welfare assistance, and if you are uninsured, you are held legally responsible for paying all your medical expenses.

Health insurance required for class registration

ºÚÁÏ³Ô¹Ï automatically places a Health Insurance Requirement Hold (also known as a ) on your class registration each semester. This prevents you from being able to register for classes. To get your insurance hold removed, you must purchase the International Student Health Insurance Plan Policy. You must submit proof of qualifying coverage and submit and receive approval through the . It will take 2 business days after the day you purchase the International Student Health Insurance Plan for your insurance hold to be cleared, which will then allow you to register for classes. Please plan appropriately to ensure you do not get blocked from registering due to having pending holds.

TA with Health Insurance

In some cases, ºÚÁÏ³Ô¹Ï TA positions may offer health insurance. You will still need to clear your registration hold by submitting the required coverage information through the ºÚÁÏ³Ô¹Ï international student health insurance portal. AB 594 Disclosure

The ºÚÁÏ³Ô¹Ï International Student Health Insurance Plan is the standard health insurance plan for F-1 and J-1 students. It is designed to provide access to routine, urgent, emergency and ongoing medical care while you are studying in San Diego.

Beginning July 1, 2026, California law allows a student with qualifying minimum essential coverage (MEC) to request a waiver of the ºÚÁÏ³Ô¹Ï plan. A waiver is not automatic. You must submit proof of qualifying coverage and receive approval.

The following types of coverage cannot be used to waive the ºÚÁÏ³Ô¹Ï plan:

  • Health insurance policies issued outside the United States
  • National or universal healthcare coverage provided by another country
  • Travel insurance
  • Short-term or limited-duration insurance
  • Stand-alone dental or vision coverage
  • Coverage limited to a specific illness, accident or medical service
  • Medical discount plans

Having coverage in your home country or a policy that pays only for emergencies while you are abroad does not mean the coverage qualifies in California.

Examples of minimum essential coverage may include:

  • Coverage through a parent or family member’s health plan
  • Coverage provided by a U.S. employer or labor union, including COBRA
  • A plan purchased through Covered California

Important: A plan may meet the minimum legal requirement but still provide little or no routine medical care near ºÚÁϳԹÏ. Before requesting a waiver, confirm that the plan covers primary care, specialists, prescriptions, mental health care and ongoing treatment in the San Diego area.

To request a waiver, submit the required coverage information through the ºÚÁÏ³Ô¹Ï international student health insurance portal. Do not cancel or decline the ºÚÁÏ³Ô¹Ï plan unless your waiver has been approved.

If you graduate, take an approved leave of absence or are no longer enrolled at ºÚÁϳԹÏ, you may request to end your ºÚÁÏ³Ô¹Ï student health insurance during the policy year. Submit the request at least 30 calendar days before the requested termination date. If you prepaid for coverage beyond the approved termination date, you will receive a prorated refund as applicable.
